About the Office of Military and Aerospace Support
Statutory Duties of the Office of Military and Aerospace Support
SB 926 (Knight, Chap. 907, Stats. 2004) and AB 2565 (Parra, Chap. 763, Stat. 2004)
In an effort to be proactive in retaining military facilities within California that are necessary for the defense of the nation, and to provide for a single, focused defense of these installations, the Legislature created the Office of Military and Aerospace Support with the passage of SB 926 (Knight) in 2004. The Office of Military and Aerospace Support, or OMAS, is under the direction of the Secretary of Business, Transportation and Housing. The director of the office is appointed by the Governor upon the recommendation of the agency secretary. OMAS provides a central clearinghouse for all defense retention, conversion, and base reuse activities in the state, and serves as the primary state liaison with the Department of Defense.

OMAS was previously operating as OMBRR under provisions of SB 1099 (Knight), which was enacted in 1999.

    Plan
  1. Develop and recommend to the Governor and the Legislature a strategic plan for state and local defense retention and conversion efforts. (Government Code 13998.5 subpara (a))


  2. Use and update plan prepared by Defense Conversion Council as of Dec. 31, 1998. The plan must include at a minimum:
    • Identification of major installations. (13998.5 subpara (e))
    • Determination of how best to defend bases. (13998.5 subpara (e))
    • Coordination of retention activities with communities. (13998.5subpara (e))
    • Development of data and analyses on bases in the State of California Coordination with Congressional delegation, the Legislature, Governor. (13998.5 subpara (e))
    • Identification of installations and missions that could be recruited from other states. (13998.5a)


  3. Require that an updated plan be submitted to the Governor and the Legislature by November 30, 2004. (13998.5a)


  4. Review of State Programs and Agencies
  5. Conduct an evaluation of existing state retention and conversion programs and provide recommendations to the Legislature on the continuation or elimination of these programs, or the establishment of new programs. (13998.5 subpara (d))


  6. Review actions by state agencies that affect DoD installations, or base retention and reuse activities, and recommend actions to the Governor and the Legislature for preventing or resolving such problems. (13998.5 subpara (g))


  7. Interaction with Local Communities
  8. Conduct outreach to entities involved in defense retention and conversion, and provide a network to facilitate assistance and coordination. (13998.5 subpara (b))


  9. Recognize a local retention authority for each military installation if necessary local resolutions have not been adopted within the designated time. (65053.5)


  10. Federal Lobbying
  11. Help coordinate and develop state retention advocacy efforts on the federal level. (13998.5 subpara (c))


  12. Grants
  13. Apply for grants and seek contributions from private industry to fund its operations. (13998.6)


  14. Provide input and assistance to BTH for establishing a military support grant program to grant funds to communities with military bases to assist them in developing a retention strategy. (13998.8)


  15. Land Use
  16. Prepare a study considering strategies for land use adjacent to military bases. (13998.7)


  17. Liaison with the Department of Defense
  18. Serve as primary state liaison with the Department of Defense. (13998.5 subpara (f))


OMAS may:

  1. Establish a Military Advisory Committee. (13998.3)


  2. If funds are available: (13998.5 subpara (h))
    1. Provide central clearinghouse for base retention or conversion assistance activities.
    2. Provide technical assistance to communities with potential or existing base closure activities.
    3. Provide a central clearinghouse for all defense retention and conversion funding and regulations.
    4. Serve as the central clearinghouse for input and information.
    5. Identify available state and federal resources to assist businesses, workers, communities, and educational institutions.
    6. Provide one-stop coordination, maintain and disseminate information, standardize state endorsement procedures, and develop fast-track review procedures for proposals seeking state funds to match federal defense conversion funding programs.
    7. Maintain and establish databases in such fields as defense-related companies, industry organization proposals for the state and federal defense industry, community assistance, training, and base retention, and provide electronic access to the databases.
